Sorry, this has to do with your web browser. Unless you’ve set it otherwise, it will open a window for a PDF file. If you don’t have a PDF viewer plugin for your browser, the file will just download.
You can get a plugin at firefox.org (if you are running firefox), or adobe.com.
Or just go over to where files download, and open the file there.
We use PDFs, because they travel well: a huge printable file that would be five time the size as an image can be saved in PDF, and viewed on any machine. The PDF viewers are free (from Adobe, Preview in mac, Gimp in linux, and many others).
